Level A PEV

No ability whatsoever or knowledge limited to greeting and conversational simple words or simplistic phrases

Level B PEV

Beginner-can introduce themselves and answer basic questions-where they live! Have limited ability with numbers and dates. Can give basic information about themselves and be able to fill out simple forms. Can Pass on simple information from another party. Can give or receive simple directions or messages. Can communicate with simple phrases.

Can communicate with survival activated activities such as traveling or shopping. Limited communication on a telephone or other non visual communication.

Level C PEV

Can start a conversation. Can sustain a simple conversation and can finish of the interaction. Can participate in controlled and directed discussions. Can give and reply to invitations. Can express likes and dislikes. Agree or disagree with requests. Can comfortably handle more advanced conversations with individuals or in groups. Can make related requests. Can negotiate simple contracts written or verbal. Can give opinions on issues. Can participate in conversations with native speakers with diverse dialects or accents. Can follow the general meaning of discussions in a group situation.

Level D PEV

Can engage in conversations and suggest various strategies and opinions on different topics. Can deal with questions and answers

In an institutional setting either in a business framework or a educational setting. Is confident in business and social situations

Can contribute confidently in business meeting sand group discussions

Can offer input on outcomes and suggest consequences of actions taken. Has a basic and acceptable level of written English structures in a business report. Can explain themselves and understand responses. May still need to consult dictionaries and thesaurus for appropriate wording.

Level E PEV

Can initiate spontaneous conversation can take a point of view and defend it. Can understand English Idioms and their underlying meanings. Can set up a presentation and defend the hypothesis within a group. Can deal with disagreements and offer appropriate solutions. Can manage groups of people in professional situations. Can function appropriately in demanding business and personal situations. Can comprehend and respond to challenging subjects.

Level F PEV

Can effectively communicate on a wide variety of topics. Able to meet all language demands socially and professionally. Can effectively contribute in all meetings and conversations. Has mastered all non visual communications. In large and small groups and present and defend positions on challenging issues. Extremely proficient in all nonvisual communications. Has advanced comprehension of social issues and deals effectively with abstract concepts and idioms. Has developed critical listening skills and can effectively respond to controversial issues. Shows strong empathy and sensitivity to issues and individuals.

Level G PEV

Has achieved Native Speaker Proficiency.
